In Portugal, any foreign national living in or passing through the country who feels ill or needs healthcare has the right to receive treatment at a health center or hospital.
Public healthcare is provided by the National Health Service (SNS). If you reside in Portugal and are registered with the SNS and the Social Security system, you can also benefit from the European Health Insurance Card, which gives you access to healthcare in any European Union country during a temporary stay.
NHS User Number:
Any foreigner with legal residence in Portugal can obtain a user number, which guarantees access to medical care in public NHS units. The number is assigned when visiting a public health center or hospital for the first time.
Healthcare coverage by the SNS (National
Health Service): Having a user number does not automatically mean that healthcare expenses are covered. For the SNS to pay, the following must be associated with your registration:
- Identification document
- Tax Identification Number (NIF)
- Address in Portugal
- Valid residence permit
In some specific situations, the NHS may cover expenses without the need to submit this data.
European Health Insurance Card (EHIC)
If you legally reside in Portugal and are registered with the National Health Service (SNS) and Social Security, you can apply for the European Health Insurance Card (EHIC). This card can be used during a temporary stay in any other European Union country. If the card is not available, you can apply for a Provisional Replacement Certificate (PRC).
Primary health care (health centers)
Primary health care is provided at Health Centers or Family Health Units (USF), where you can have consultations with your family doctor, as well as complementary services such as nursing, nutrition and psychology.
Hospital care
In case of emergency, you should call the emergency number (112) or 808 24 24 24 before going to the emergency room. Public hospitals also offer nursing consultations and medical specialties with referrals.
